What the third tile is doing

That tile appears on two panels on this board, and both times it is doing the same job: making an absence visible in the place where a reader is looking for a number, rather than in a footer sentence that gets skipped.
The pattern behind the list
Almost every item comes from the same rule. Two data sources, no others, and no figure that cannot be computed from them at request time.
That rule was not chosen to be austere. It was chosen because every failure mode this board was built to avoid is a version of the same thing: a number that once had a basis, or never had one, presented with the confidence of something measured.
The cost is that the board cannot answer several of the questions people arrive with. The benefit is that everything it does answer can be checked.
Where to go for the missing parts
This board will not name sites, and that includes for the things it does not cover. What it can say is what kind of thing you would need.
For reachability you need something that probes, and you should ask what it probed from and how long ago.
